Court reverses ICC order on Grain Belt Express project

An Appellate Court has reversed the Illinois Commerce Commission’s granting of a Certificate of Public Convenience and Necessity (CPCN) to a proposed high-voltage direct current transmission line across the state.
Grain Belt Express (GBX) failed to prove the required criteria that it is capable of financing the project, the 5th District Appellate Court wrote in its order, which stems from an appeal of the ICC order filed last year by Illinois Farm Bureau and landowner groups.
