This course offers a comprehensive understanding of Pipeline Safety Management, focusing on Control Room Management (CRM) regulations in the natural gas and hazardous liquid pipeline sectors. Participants will delve into the background of significant pipeline incidents and review key recommendations from the National Transportation Safety Board (NTSB), along with the rulemaking process that shaped current CRM regulations.
The course will cover all sections of 49 CFR 192.631 and 49 CFR 195.446, providing participants with insights on how to develop, implement, and maintain a CRM plan. Additional topics include the role of internal teams, best practices for CRM compliance, and addressing frequently asked questions (FAQs) in the field. The course also prepares participants for regulatory audits, emphasizing the distinction between integrated and control room inspections.
Through detailed instruction on GAP analysis, corrective action planning, and role-based audit preparation, attendees will learn how to equip control room personnel for successful audits. The course culminates with mock audit scenarios and a review of enforcement actions, drawing on real-world examples. Participants will also receive guidance on leveraging available resources to support ongoing compliance and continuous improvement in control room management.

Alicia (Ali) Gibson, Principal and Co-Owner of Pipeline Performance Group, LLC
Ms. Gibson is an executive experienced in strategy, business development, operations, project management, process improvement and team leadership. Prior to the past twenty years as an independent consultant, she spent nearly eight years with Colonial Pipeline Co., in several capacities including Leader, Products Movement and Customer Relations & Member of the Operations Leadership Team; Business Development Manager; Mergers & Acquisitions Coordinator; Associate Operations Manager and Chief of Staff to the Senior VP & COO. Her experience includes various aspects of energy, transportation, supply chain, manufacturing, emerging technology
and international events management. She has a proven track record leading cross-functional teams to execute complex and transformational initiatives. Ms. Gibson is a regular speaker at various industry conferences including API Pipeline Conferences, American Gas Association, and Southern Gas Association.
Ms. Gibson is the Principal Consultant at PPG for the PHMSA Control Room Management (CRM) regulation (CFR Title 49 Parts 192.631 and 195.446), as well as the CRM-related sections/Audit Protocol Areas of the Canadian Energy Regulator Onshore Pipeline Regulations. She has been heavily involved in and/or led nearly all client CRM projects for the consulting firm since the CRM regulation went into effect in 2011.

Your registration may be transferred to a member of your organization up to 24 hours in advance of the event. Cancellations must be received on or before December 27, 2024 in order to be refunded and will be subject to a US $195.00 processing fee per registrant. No refunds will be made after this date. Cancellations received after this date will create a credit of the tuition (less processing fee) good toward any other EUCI event. This credit will be good for six months from the cancellation date. In the event of non-attendance, all registration fees will be forfeited. In case of conference cancellation, EUCIs liability is limited to refund of the event registration fee only. Requirements for Successful Completion of Program

Instructional Methods
Case studies, PowerPoint presentations, and classroom exercises will be used in the instruction of this course.
