NYPA’s internal probe of security breach at Moses-Saunders Power Dam

One year ago a man was able to walk across the Moses-Saunders Power Dam near Massena and illegally enter the U.S. from Canada. Now, 7News has the details of an internal investigation.
Titled “Privileged and Confidential,” a 3-page report tells of an internal investigation by the New York Power Authority into a security breach at its Moses-Sauders Power Dam near Massena. 7News obtained it through a freedom of information request.
The first paragraph sums up what happened on October 24, 2023, that a NYPA security officer encountered a person around a security building who said they were fishing. That individual was questioned and then left the area. The security officer then called law enforcement, and the trespasser was discovered in a storage yard where they were put under arrest.
